It is necessary to adopt the Law on Land Register before passing the Law on Land Market.
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, made the foregoing statement, asked about the expectable land reform by the Internet newspaper "Versii."
"At first, the motions to the bill on land register should be carefully analyzed. This law shall be adopted to regulate the land sector. The land market is out of the question, unless it is known who owns the land, on which grounds, how much was paid, and how the land is used," he stressed. V.Lytvyn also believes that illegal land agreements should be terminated.
The Head of the Parliament calls for prohibiting the sale of land to the foreigners at the given stage, placing emphasis on the long-term land lease instead. Under the conditions of a long-term lease, investments will be made to the agricultural sector, banks will start to issue loans, and land will be capitalized.
V.Lytvyn estimates that the transitional period will last nearly five-ten years, so that the prices for land match the European ones.
